200 Groups Demand President Marcos Certify SOGIESC Equality Bill

The push for LGBTQ+ equality in the Philippines reached a key moment today as more than 200 human rights, academic, LGBTQ+, local government, environment, health, and faith-based groups came together to send a “love letter” directly to President Ferdinand “Bongbong” Marcos Jr. The message? Certify the Sexual Orientation, Gender Identity, Expression, and Sexual Characteristics (SOGIESC) Equality Bill as urgent, and make equality your legacy.

The Coalition Speaks

The Equality Alliance, a broad coalition of 203 organizations representing grassroots communities, private sector leaders, youth, and faith groups, delivered a unified appeal during a press conference. Their call mirrors a growing impatience after more than two decades of the SOGIESC bill languishing in Congress, despite the fact that most Filipinos already agree that discrimination is wrong. In their open letter, the Alliance pleads, “Mr. President, this is a love letter to make equality your legacy. We are national and community-based organizations, private sector representatives, youth groups, and religious formations from all over the country and the world strongly urging your administration to certify the SOGIE Equality Bill as urgent.”

Why Now?

The argument for urgency is both moral and economic. Discrimination based on SOGIESC affects not just human rights but also the national economy. Imagine the lost potential when LGBTQ+ Filipinos, who make up a significant portion of the country’s micro, small, and medium enterprises, are excluded from equal opportunities in workplaces, healthcare, and education. The Alliance claims, “The bill, once enacted into law, will protect our country’s economy from the preventable costs of discrimination through inclusive workplaces. Bataan First District Rep. Geraldine Roman, a vocal supporter, highlighted that the political field has changed, with more millennials and Gen Z lawmakers eager for progress. She pointed to the recent passage of the Divorce Bill as evidence that Congress is ready for genuine, equity-driven reform.

Legislative Stalemate

Despite bipartisan backing in the past, the SOGIESC bill has stalled. In the Senate, a committee approved a consolidated version in 2022, but it was returned to the Committee on Rules following objections from religious groups. Today, it remains stuck there, with Senate President Francis Escudero suggesting it stands a better chance if proponents agree to amendments. Meanwhile, the House version has finally reached the plenary floor, but the clock is ticking.

Know Your Rights

To clarify for our Bayothub readers: the SOGIESC Equality Bill is not about “special rights.” As Rep. Roman puts it, “Everyone has SOGIESC. So, it’s not just members of the LGBTQIA+ who have SOGIESC. Everyone will be protected.” The bill combats bullying, harassment, and discrimination for all Filipinos, regardless of their identity.

While the national bill is pending, more than a hundred local government units have already passed anti-discrimination ordinances. These local efforts are building momentum, but a national law is still crucial to provide uniform protection and move the country closer to true equality.

Next Steps

The ball is now in Malacañang’s court. The Marcos administration has shown some commitment by creating a Special Committee on LGBTQIA+ Affairs last year.
