Legal Victory: Mindanao Gets First SOGIE-Based Anti-Discrimination Ordinance

The power of grassroots advocacy in Mindanao
Change starts at the community level, and this legal triumph proves it. The SOGIE-based ordinance did not come out of nowhere. It is the product of long-term collaboration among local government, gender rights educators, and tireless advocates. The Mujer LGBT+ Organisation, with support from Outright International and the Commission on Human Rights Philippines, spearheaded a series of human rights training workshops across Mindanao. These workshops, held in places where LGBT+ voices are often silenced, equipped local officials with the legal know-how and empathy needed to champion human rights in policy and practice.
Government officials, community leaders, and advocates worked hand-in-hand, transforming abstract legal concepts into real protections on the ground. Cotabato City’s anniversary celebrations even included the region’s first official SOGIE-based human rights training, empowering officials to fight discrimination at every level. Vice Mayor Dayang Sahali of Panglima Sugala took up the challenge, leading the town council in passing the ordinance, the first in Mindanao to explicitly enshrine SOGIE protections in local law.

For far too long, Mindanao’s LGBT+ community has faced unique and intensified discrimination, from exclusion and forced “correction” to outright violence, especially among Muslim and indigenous LGBTQIA+ individuals. National progress on the SOGIE Equality Bill has been hampered by delays and conservative opposition for decades, leaving communities, especially outside Metro Manila, vulnerable and underserved. While cities like Mandaluyong and Quezon City have passed similar protections, the southern regions lagged behind until this landmark moment.

The SOGIE-based ordinance in Panglima Sugala provides clear prohibitions against discrimination in employment, education, healthcare, public accommodations, and government services based on sexual orientation or gender identity and expression. It outlaws verbal and written abuse, unjust detention, denial of access to facilities, and prohibits any groups from promoting SOGIE-based hate or discrimination. Residents who experience discrimination now have legal recourse within their own community, with access to support and resources that were once unimaginable in the region.
