# Quezon City’s Historic Step in LGBTQIA+ Healthcare

Quezon City has set a new benchmark by becoming the first local government in the Philippines to implement a pioneering Gender-Inclusive Health Ordinance. Spearheaded by Mayor Joy Belmonte, this transformative legislation ensures that LGBTQIA+ individuals receive accessible and respectful healthcare services, irrespective of their gender identity or expression. The ordinance mandates public health institutions like Quezon City General Hospital and Novaliches District Hospital to offer gender-affirming consultations, counseling, medical advice, referrals, and specialized mental health support.

## Leading the Charge in Stalled National Efforts

In a country where the SOGIE Equality Bill has struggled for traction since its introduction in 2000, Quezon City’s proactive approach is commendable. The new ordinance firmly prohibits conversion therapy and practices aimed at suppressing sexual orientation, gender identity, and expression. It easily integrates gender-affirming care into HIV/AIDS prevention, disability services, and crisis support at the Quezon City Protection Center. This legislative success, hailed by advocates as a significant triumph for human rights, builds on the city’s 2023 Right to Care Card initiative, which has empowered 468 same-sex couples to make medical decisions for each other by June 2025.

This progress is generating momentum, inspiring other cities such as San Juan, Pasig, and Makati to consider similar initiatives. Trans Health Philippines regards this as a reflection of Quezon City’s empathetic governance, where violations can result in serious consequences, including the revocation of licenses and charges of discrimination for denying services or misgendering individuals.

## Transforming Lives on the Ground

For individuals like Queen Sweetie Acidre, a trans woman accessing services at Klinika Eastwood, the ordinance means receiving gender-affirming screenings and consultations without fear of repercussions from unmonitored hormone use. The policy mandates sensitivity training for all healthcare staff, the establishment of gender-neutral facilities, and referrals to specialized care, extending its influence to private clinics. A technical working group, spearheaded by the QC Pride Council, will develop implementing guidelines within 60 days, engaging LGBTQIA+ organizations and experts in the process.

For the Filipino LGBTQIA+ community, this isn’t merely a policy shift; it’s a move towards recognizing their inherent dignity. As Mayor Belmonte aptly puts it, every resident of Quezon City deserves healthcare that acknowledges their full identity. While the national legislative efforts drag on, Quezon City’s proactive measures illuminate a path forward, demonstrating that local initiatives can indeed fuel broader movements toward equity.
