The Urgency of the SOGIE Bill: A Call for Equality and Justice

Imagine waiting for a change for a quarter of a century. That’s the reality of the SOGIESC Equality Bill, which has been stalled in Philippine Congress for 25 years, earning it the unfortunate title of the longest-running bill under Senate review in the nation’s history. During this prolonged period, countless individuals in the LGBTQIA+ community continue to encounter bias in workplaces, homes, schools, and public venues, while legislative progress remains elusive. It’s time for decisive action.

So, what is the SOGIESC Equality Bill all about? At its core, this bill is designed to safeguard individuals from human rights violations based on their sexual orientation, gender identity, gender expression, and sex characteristics. It aims to ensure that all Filipinos enjoy equal protection under the law, something already enshrined in our Constitution. The bill proposes penalties for discriminatory practices and plans to form an Inter-Agency Council to promote social protection services and conduct diversity training within government bodies and local units.

Interestingly, despite being one of the most LGBTQIA+ friendly countries in Asia, the Philippines still lacks a thorough national law to prevent discrimination. This inconsistency highlights the importance of passing the bill. Without it, vulnerable groups, particularly in rural and low-income areas, remain unprotected and at risk.

Overcoming Challenges

Resistance from religious organizations and conservative lawmakers has proven to be a significant hurdle. In 2024, President Ferdinand Marcos chose not to prioritize the bill, ignoring a plea from over 200 organizations within The Equality Alliance urging him to do so. This decision was disheartening, revealing much about the government’s current stance on equality.

Still, advocacy efforts persist beyond the corridors of Congress. Some local governments have already enacted anti-discrimination ordinances, offering a glimpse of hope and demonstrating that grassroots change is indeed possible.

Looking Forward

As the 20th Congress convenes, Senator Risa Hontiveros is determined to reintroduce the bill. Now is the time for us to raise our voices in every sphere, be it online, in our communities, or in the offices of policy-makers. Twenty-five years is far too long to wait for rights that should be inherent. Our collective resolve is crucial, and together, we will continue to advocate for change.
